Background
China’s Crude Imports amid Escalating Conflicts in Mideast

China is facing a big challenge regarding its crude oil imports as the conflicts in the Middle East escalate. How much further can the country diversify its imports amid worries about prolonged supply disruption from the Middle East? And how will Chinese refiners respond?

Meanwhile, driven by both policies and the market, the SOEs are conducting oil-to-chemical transitions, and some relatively large private refiners are also planning to invest heavily in oil-to-chemical complexes to optimize their production, enhance their competitiveness and amplify their profit margins. Several upgrade projects came online in 2025, and more are under construction or planning, in addition to the expected startup of the 300kbd refinery by HAPCO in 2026.

As the industrial upgrade continues, the whole industrial chain will extend towards fine chemicals, and the industrial structure will keep improving.

In the meantime, the country will see faster development of biodiesel, SAF and bio bunker fuel as it steps up energy transition.
