Guangzhou (JLC), October 16, 2025--China has recently unveiled the “Three-Year Action Plan for Doubling Service Capacity of Electric Vehicle (EV) Charging Infrastructure (2025-2027),” as part of its efforts to increase consumption and promote the popularization of EVs, the Nation Development and Reform Commission (NDRC) said on its official website on October 15, 2025.
According to the plan jointly issued by six ministries, which were the NDRC, the National Energy Administration, the Ministry of Industry and Information Technology, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, and the State Administration for Market Regulation, by the end of 2027, China will have 28 million charging facilities built nationwide, with a public charging capacity of more than 300 million kilowatts, which can meet the charging needs of over 80 million EVs.
To achieve this goal, China has outlined a series of measures in the plan, including expanding the urban fast-charging network, optimizing charging facilities in highway service areas, addressing the shortages of rural charging infrastructure, expanding the scale of private charging facilities, and enhancing charging infrastructure in residential areas.
China will add 1.6 million direct-current (DC) charging guns (including 100,000 high-power charging guns) in cities by the end of 2027, according to the plan. Meanwhile, the country will build or renovate 40,000 charging guns (≥60 kilowatts) in highway service areas. In addition, it will add at least 14,000 DC charging guns in rural areas and achieve full coverage of charging facilities in these areas.
