Guangzhou (JLC), October 24, 2025--The 20th Central Committee of the Communist Party of China (CPC) concluded its fourth plenary session on October 23, adopting the Recommendations of the CPC Central Committee for Formulating the 15th Five-Year Plan for Economic and Social Development, according to official reports.
The Political Bureau of the CPC Central Committee presided over the meeting, during which Xi Jinping, general secretary of the CPC Central Committee, delivered important addresses and explanatory remarks on the draft recommendations.
After deliberation, the CPC plenum set seven major objectives for economic and social development during the 15th Five-Year Plan period (2026-2030).
1. To achieve considerable results in high-quality development
2. To achieve substantial boosts in scientific and technological self-resilience and strength
3. To achieve new breakthroughs in further deepening the reform comprehensively
4. To achieve notable progress in social civilization
5. To achieve continuous growth in people's quality of life
6. To achieve major developments in promoting the Beautiful China Initiative
7. To achieve further advances in strengthening the national security shield
On this basis, after another five years of endeavors, by 2035, China's economic strength, scientific and technological strength, defense capability, comprehensive national power, and international influence will increase significantly. Moreover, the country will basically realize socialist modernization, with its per capita GDP reaching the level of moderately developed countries and the Chinese people living a happier and more prosperous life.
